YES, it would be a "decal" that you would use for that, which in it self, will be a major saving of tris, vs cutting them in...

decal is assigned in the shader, an example of this is...

textures/common/lights_5blue3000decal

You can do this with decal shaders.

Alot of the standard lights and details can be used as decals. They are the same as standard textures but have a line "polygon offset", plus some are set slightly transparent.

Just make a brush like normal out of caulk and texture the face you want with the light texture. Then set it in the wall or ceiling so the faces are level... ie the light inside the ceiling brush. It will look wrong but in game the polygon offset means the polygons with that textures are ummm offset. therefore drawn on top of the ceiling but by such a small amount you cant see it. The old way was to physically put the brush with the light on 1 unit away from the ceiling, you cant really notice unless you look hard but obviusly isnt as good as polygon offset plus can cause shadows.
