I used this tutorial as well, but it is different than other tutorials because you unzip the .PK3 files into the game's base directory not the SDK base directory. When I followed this tutorial, I couldn't load textures even though the path was correct and pointing to the game/base dir.

Also, when I ran a build in the game it ran at 5 frames a second or less. When I moved the unzipped files to the SDK base folder, my textures appeared and my test builds ran great. The downside of this is that everything I make, textures, music, shaders, etc. needs to be mirrored to the game/base dir.

So which is correct? Everything unzipped into the SDK or Game dir?

If everything should be unzipped into the game/base dir, do I need to delete the .pk3 files once they've been unzipped?

I followed this tutorial several times and didn't end up with any NPC_ entities.  Am I doing something wrong?

make sure the path in the sof2sp.qe4 file points to your NPC's. By default this is left blank for some reason.

"npcpath" "C:\SOF2SDK\base\npcs\*.*"
