Yes Just like the NSA (National Security Agency) helped with security on sun solaris and several distros of UNIX/LINUX. Microsoft's biggest entity purchaser is the US Government (whom actually pay for the software and is regulated). In order to increase thier Orange Book rating (security lisintg of all OS by the government), Microsoft needs to improve the security of the latest NT OS. This is not uncommon for for black-hats to be hired as Blue Hats to crack and break the OS with every available source code at their disposal. Or, have Goverment agencies involved in the security design. The Government uses many different OS platforms and considers Windows economically feasable to distribute and support vs. Linux/Unix OS. The Government also has specialized software designed only for the Windows OS and would cost money (tax payers) to change over to new OS. The implemantation of a new NT OS into the Goverment would be in the Billions of dollars. Not just for the OS, but, hardware, new software, new Risk analysis and support cost etc..
