solved just to let you know what it was, on my light there a setting called HDR brightness and it some time have a bug in the setting that set it to the wrong scale 255 255 255 1 ,the default for this setting is -1 -1 -1 1 but mine was set to 255 255 255 1 as you can see it the upset to default . i tried changing the setting and it did not work so the best way and essayist way is to delete it and make a new light. how it bugs out is when you try to make to many copy's of a light in cs:go it do not like it and bug the setting.
